Wilber Rafael Garces Perez, a Venezuelan delivery driver, has been charged with assaulting a federal officer by Texas prosecutors.
The charges stem from an incident where an ICE agent shot Garces Perez after he allegedly struck the agent with his vehicle's side-view mirror.
