TL;DR
- 11 counties and several townships in Illinois will vote on a non-binding referendum in November.
- The referendum asks residents if they wish to separate from Cook County and form a new state.
- The movement, Illinois Separation, believes residents outside Chicago are not considered in state lawmaking.
- The effort invokes Article IV, Section 3 of the U.S. Constitution, similar to West Virginia's statehood.
